The inspiration came from Brazil's indigenous peoples, who coined the term "motyrõ," meaning collective work, in a spontaneous, organic movement with no defined hierarchy. When presenting the concept to the world, COP30 President Ambassador André Corrêa do Lago, in his first Letter from the Brazilian Presidency, called for mobilization and a joint global effort to confront the climate crisis. The message was clear: everyone is a protagonist of sustainable development, not just the diplomatic corps of the countries that are parties to the UN Climate Change Convention. The announcement in May of the 30 Special Envoys for COP30 represents a Brazilian innovation grounded in multilateralism, which has sustained ESG initiatives in the recent uncertain climate. The diversity of actions makes it clear that everyone will be impacted by the results of the actions proposed at COP30.

The role of Special Envoy is unprecedented. There are 10 Envoys for strategic regions of the world (eight of them foreign) and 20 for key sectors (all Brazilian). "Sounding boards for sectors and geographies," in Corrêa do Lago's words, we must have at least three formal meetings with the COP30 Presidency, and our mission is to promote a broad dialogue with society, break down barriers, and facilitate the flow of information and insights from each region or sector.

I am honored to be the Special Envoy for the Business Sector – an appointment that is, above all, a recognition of the increasingly strategic role of companies in building climate solutions. I have over 20 years of experience in climate change and sustainable finance, representing Brazil at the COPs between 1997 and 2001, participating in the Kyoto Protocol negotiations, and coordinating the Brazilian Climate Change Forum between 2001 and 2003. Being in this position also reflects the work we have done at the Brazilian Business Council for Sustainable Development (CEBDS), of which I have been president since 2010, to mobilize businesses around a common, ambitious, and action-oriented agenda.

It is crucial that companies pay close attention to what will be discussed in Belém. COP30 is taking place in a challenging environment, with the world already facing global warming very close to the Paris Agreement limits, the escalating physical risks posed by extreme weather events, and the inherent risks of the transition. The conference has many tasks to accomplish, which will require Brazil to make an effort to restore a new era of trust in diplomacy and international climate governance. In this sense, the role of a Special Envoy for the business sector will be crucial in building the necessary bridges between business and the urgent and necessary climate action. The message we will take to COP30 is clear: Brazilian companies are ready. Ready to collaborate on more ambitious public policies, to develop and scale solutions, and to position Brazil as a true global hub for climate innovation and sustainability. The private sector also recognizes its role in accelerating the transition to a new economy based on low carbon, social inclusion, and the appreciation of nature.

Because it is plural, diverse, and specialized, the group of Special Envoys will make a significant contribution to making Belém the stage for an emblematic Conference. COP30, already loaded with powerful symbolism—the first in Brazil and the Amazon, with a strong Indigenous presence—is also expected to go down in history as the most innovative.

Starting with the governance structure proposed by the Presidency, which is multifaceted, encompassing formal leadership, strategic action fronts, inclusive global mobilization mechanisms, the activation of high-leverage agents (Special Envoys, Champions), and the creation of Leadership Circles—another innovation introduced by COP30. These circles are made up of four groups (COP Presidents; People's Groups; Finance Ministers; and Global Ethical Balance). These groups aim to broaden global mobilization, channel collective wisdom, and promote dialogue. This is expected to catalyze a "movement of movements" to accelerate climate change implementation and engage society in a discussion that is relevant to all.

It is also important to highlight that, in the history of climate COPs, the mobilization of so-called “non-state actors” has been growing not only in presence, but also in relevance. It was after COP21 (2015), which resulted in the Paris Agreement, that COPs began to have “two official tracks”: the formal negotiation track between the Parties, and the global climate action track, institutionalized under the umbrella of the UN Climate Convention, but outside the negotiations.

COP26 (2021, Glasgow) solidified the role of global climate action, with the emergence of several sectoral mobilization initiatives, such as Race to Zero, Race to Resilience, and GFANZ (Glasgow Financial Alliance for Net Zero), as well as the holding of more than 500 side events, bilateral agreements, and voluntary agreements. Thus, the success of a climate conference has come to be measured not only by the legal texts approved, but also by the voluntary political announcements and commitments.

The third and recently released COP30 Presidency Letter once again echoes the transformation of the role of COPs and climate policy itself – which “will only be effective if it promotes socioeconomic transformations.” It also calls on “all public and private actors to cooperate for the full implementation of the Paris Agreement” with practical actions and shared responsibilities, such as reversing deforestation by 2030 and accelerating the global energy transition. By seeking this turning point and a broad partnership between governments, businesses, and society, Belém can definitively mark a new era of social participation and concrete results unlike anything seen in three decades of climate conferences. With new strategies and new faces, COP30 is already making history.

* Marina Grossi is president of CEBDS (Brazilian Business Council for Sustainable Development), an organization with 28 years of experience and 120 large member companies.

Por Marina Grossi para a Times Brasil* A cinco meses da COP30, o mutirão global pelo clima começa a tomar corpo.
