Last year was already the first in recorded history to register an average temperature above 1.5°C, a limit established as safe by the scientific community for the Earth's temperature rise. Thus, the planet is experiencing the impacts of extreme weather events that are becoming more frequent and intense, and are one of the biggest causes of displacement in the world. In 2024 alone, 45.8 million people lost their homes and had to find another place to live due to extreme weather. This number is more than double compared to the previous decade.

Furthermore, a new research from The World Resources Institute (WRI) shows that for every dollar invested in adaptation, more than US$10.50 in benefits can be generated over ten years. The study analyzed 320 adaptation and resilience projects in sectors such as agriculture, water, health, and infrastructure, in various parts of the world, including Brazil.

For all these reasons, it is no longer possible to avoid discussing adaptation to climate change, which will be one of the major themes of COP30. The Belém Conference will seek to achieve a balance between mitigation and adaptation, unprecedented in COPs, with both axes receiving equal attention and prioritization. Brazilian diplomacy has, among its missions, the challenge of advancing the climate adaptation agenda, especially with the Global Adaptation Goal (GGA), established by the Paris Agreement, which has seen some progress in the last two COPs with the construction of a framework and indicators. In Belém, countries are expected to submit their National Adaptation Plans – Brazil's is currently being developed.

Tragedies experienced by the country, such as the one that occurred last year in Rio Grande do Sul, demonstrate the magnitude of the adaptation challenge – it is not enough to rebuild localities affected by extreme weather events; it is necessary to do so from the perspective of more resilient infrastructure and integrated urban planning, with coordination between environmental, housing, and mobility policies. And more than that: it is necessary to look to nature and seek inspiration there for creative and efficient solutions.

Historically, our cities have been built without regard for nature – the flow of rivers, floodplains, soil type, the biome in which they are located, and its biodiversity. We have learned to build cities oblivious to natural conditions and cycles, and this disconnect is now beginning to be corrected through the concept of nature-based solutions (NBS), which is being applied in different regions of the world.

An example is the so-called "sponge cities," an idea popularized by the Chinese architect and landscape designer Kongjian Yu in over 600 projects worldwide. This urban model is centered on an ecological infrastructure that allows water to be retained in its sources and sinks and slows its flow in case of very heavy rains, through the creation of wetlands, rain gardens, and increased green areas in cities. In Brazil, the concept is already present in cities like Curitiba, with floodable and linear parks to manage river waters and preserve drainage strips in operation; and Salvador, where the Parque das Dunas, the largest urban reserve of coastal vegetation in Brazil, allows the formation of intermittent lagoons between dunes, which truly act as sponges, helping to prevent flooding in the rest of the city during periods of heavy rain.

Examples abound around the world. From Europe, there are good examples such as in Rotterdam, in the Netherlands, a metropolis where 80% of its territory is below sea level. There, multifunctional public spaces were created, such as the Water Square Benthemplein, which combines modern urban architecture with hydrological functionality – on dry days, they are squares; on rainy days, they act as water reservoirs. Copenhagen, in Denmark, adopted a plan for managing heavy rainfall, with solutions such as sloping streets to channel water to infiltration areas, as well as urban parks with depressions that function as temporary retention basins during storms.

This model served as inspiration for the Brooklyn neighborhood in New York City, USA, which has invested in "sponge streets," rain gardens, and parks after the devastation caused by Hurricane Sandy in 2012. Medellín, Colombia, implemented urban ecological corridors that help reduce local temperatures, increase water infiltration into the soil, and improve air quality. The interventions were designed in conjunction with mobility and security policies.

The Global Snapshot 2024 study, developed by the Global Covenant of Mayors for Climate and Energy (GCoM) and the Carbon Disclosure Project (CDP), indicates that more than 600 cities in 75 countries have urban resilience projects to address climate change, requiring an investment of approximately US$86 billion. The study revealed that the demand for urban climate finance is growing annually, with an increase of US$231 trillion in investment needs in 2024. Although the flow of this type of financing more than doubled between 2017 and 2022, it is still far short of the US$4.5 trillion annually needed by 2030 for climate mitigation and adaptation in cities.

In this equation, the business sector can be part of the solution for more resilient cities and communities – whether through new scalable technologies, support for public policies, insurance for green urban infrastructure, or financing. Adaptation is a topic that concerns all sectors of society, not just governments. Each of us needs to rediscover our connection to nature, becoming more sensitive and acting from a paradigm centered on people and cooperation with the environment.

* Marina Grossi is president of CEBDS (Brazilian Business Council for Sustainable Development), an organization with 28 years of experience and 120 large member companies.
