It is necessary to translate ambition into a concrete trajectory, with clear milestones, instruments, and responsibilities.<\/p>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>This imperative takes on even greater urgency in light of the current geopolitical scenario. The conflict in Iran has reignited the debate on energy security and the limits of multilateral cooperation. As Ambassador Andr\u00e9 Corr\u00eaa do Lago, president of COP30, observed in a recent interview with Valor Econ\u00f4mico, the climate agenda was built as a peacetime agenda\u2014and war, with its unpredictable consequences, puts pressure on all other agendas while simultaneously reopening, at an accelerated pace, the global debate on dependence on fossil fuels.<\/p>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>From this inflection point emerged a strategic triad: the Baku-to-Bel\u00e9m roadmap to mobilize US$1.4 trillion annually in climate finance until 2035; the roadmap for the energy transition and the gradual shift away from fossil fuels; and the roadmap to zero global deforestation by 2030. Three interdependent dimensions of the same equation.<\/p>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The financing roadmap is the result of a joint effort by the presidencies of COP29 and COP30\u2014the so-called Baku to Bethlehem Roadmap (BB). At COP29, developed countries agreed to mobilize US$$300 billion per year until 2035. However, science indicates that the volume needed to enable the transition is much higher, on the order of US$$1.3 trillion annually. The roadmap was created to address this difference, seeking to organize how private capital, banks, multilateral organizations, and innovative financial instruments can be mobilized to achieve the necessary scale.<\/p>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>This commitment gained formal recognition at COP30, being incorporated into the Joint Effort Decision, as documented in the COP30 Executive Report, published by the Brazilian Presidency and the UNFCCC in March 2026, which endorsed the collective ambition to mobilize at least US$$1.3 trillion annually until 2035, with at least US$$300 billion for developing countries. The Roadmap is structured around five action areas, known as the &quot;5Rs&quot;:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Replenishment of concessional resources;\u00a0<\/li>\n\n\n\n<li>rebalancing the fiscal space;<\/li>\n\n\n\n<li>redirection of private capital;<\/li>\n\n\n\n<li>Strengthening the capacities of developing countries; and\u00a0<\/li>\n\n\n\n<li>Reform of the international financial architecture.\u00a0<\/li>\n<\/ul>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>In February 2026, CEBDS, in partnership with Ita\u00fa and BCG, brought together representatives from the financial, business, and civil society sectors to continue the debate on implementing this framework based on the Brazilian experience, in order to incorporate recommendations that could contribute to expanding the flow of resources globally\u2014a first concrete articulation of the private sector around the Roadmap implementation agenda in the post-COP30 period.<\/p>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Within the scope of the Ecological Transformation Plan, the Ministry of Finance structured EcoInvest, a mechanism with subsidized interest rates and exchange rate protection to unlock private investments. In the third auction, demand far exceeded expectations: six institutions qualified to access R$15.2 billion from the Treasury, compared to an expected R$4 billion, on the condition of raising R$52.8 billion in private funds.<\/p>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The private sector, however, identifies significant barriers: the high cost of capital, the insufficient pipeline of attractive projects, and the need to expand risk reduction tools. The goal is to consolidate, by COP31, a structured contribution from the Brazilian private sector to BB1.3T \u2014 with concrete proposals, based on the national agenda, and with the capacity for international replication.<\/p>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>If financing is a necessary condition, the energy transition is the structuring axis. At COP28, the text incorporated, for the first time, a mention of &quot;transitioning away from fossil fuels,&quot; recognizing the need to reduce dependence on fossil fuels, which still account for approximately 801 TWT of the global energy matrix and approximately 471 TWT of the Brazilian matrix. The direction has been given; the path needs to be built.<\/p>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>At the end of the Conference, the COP30 Presidency committed to developing this Roadmap for a Just, Orderly and Equitable Energy Transition, an initiative that will advance throughout 2026 in coordination with governments, the private sector and civil society, with a view to COP31. In parallel, President Lula ordered the creation of a national roadmap for the energy transition, involving the Ministries of Mines and Energy, Finance, Environment and the Civil House, with the aim of reconciling decarbonization, energy security and development.<\/p>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The third pillar of the triad is the roadmap for ending deforestation by 2030, where climate and biodiversity inevitably converge. Approximately half of Brazilian emissions stem from land-use change. The recent reduction in deforestation contributed to a 16.71 Tbp drop in national emissions in 2024, according to the Greenhouse Gas Emissions and Removals Estimation System (SEEG), reaching the lowest level since 2009, demonstrating that consistent policies produce measurable results.<\/p>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Large-scale financing, structured energy transition, and forest protection are all cogs in the same system. In this context, roadmaps play a strategic role: aligning direction and execution. In energy, the challenge is to accelerate a transition already underway. The cost of renewables has fallen significantly, and the expansion of the electricity grid already reflects this change. The problem is no longer technological\u2014it&#039;s one of speed and scale. In forests, the point is even more direct: tropical forests store massive volumes of carbon and remain under pressure, while simultaneously offering one of the most cost-effective forms of removal via restoration, especially through natural regeneration. The paths exist.
