The event included the launch of a Regulatory Framework for the topic in Brazil and also a booklet aimed at civil society. As a consensus in the discussions among the speakers, Brazil&#039;s enormous potential for the gradual and structured development of a carbon market could contribute to compliance with Article 6 of the Paris Agreement, as well as to the national economy.<\/p>\n<figure id=\"attachment_18685\" aria-describedby=\"caption-attachment-18685\" style=\"width: 300px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/cebds.org\/wp-content\/uploads\/2023\/06\/cebds.org-cebds-lanca-marco-regulatorio-para-o-mercado-de-carbono-no-brasil-print-seminario-carbono-cebds-310810.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-18685 size-medium lazyload\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/yH5BAEAAAAALAAAAAABAAEAAAIBRAA7\" data-src=\"https:\/\/cebds.org\/wp-content\/uploads\/2023\/06\/cebds.org-cebds-lanca-marco-regulatorio-para-o-mercado-de-carbono-no-brasil-print-seminario-carbono-cebds-310810-300x169.png\" alt=\"\" width=\"300\" height=\"169\" \/><figcaption id=\"caption-attachment-18685\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"wp-image-18685 size-medium lazyload\" src=\"https:\/\/cebds.org\/wp-content\/uploads\/2023\/06\/cebds.org-cebds-lanca-marco-regulatorio-para-o-mercado-de-carbono-no-brasil-print-seminario-carbono-cebds-310810-300x169.png\" alt=\"\" width=\"300\" height=\"169\" \/><\/noscript><\/a> The event was attended by experts in the field.<\/figcaption><\/figure>\n<p>\u201cCEBDS has been working towards the creation of a carbon market in Brazil since 2017. We are currently awaiting the approval of the amendment to Bill 528, proposed by Congressman Marcelo Ramos (Liberal Party - AM). Our hope is that an announcement can be made before COP26 in Glasgow, which will be an important factor in definitively positioning Brazil as a major global player,\u201d declared CEBDS President Marina Grossi.<\/p>\n<p>A member of the CEBDS technical team that led the discussions on the topic, Ronaldo Seroa da Mota, professor of Economics at the State University of Rio de Janeiro (UERJ), presented the proposed model, which includes three main bases: gradual implementation, to allow participants to have a good understanding of the rules, prices and financing opportunities for emission reductions; protection of business competitiveness, since Brazilian industry has made efforts to improve its international competitiveness, and many companies have preferred to adopt climate policies \u2013 and, in particular, carbon pricing policies and measures \u2013 that do not threaten their achievements; and, finally, good governance, with effectiveness in the carbon pricing system and, more specifically, a stable institutional arrangement, with transparent rules and procedures for participation.<\/p>\n<p>\u201cThis regulatory framework proposed by CEBDS, as well as the booklet, with an educational summary, proposes a Brazilian emissions trading system that will encourage the low-carbon economy to ensure that the trajectory of Brazilian industries is maintained and recognized. However, when we discussed Bill 528, CEBDS also understood the possibility of creating a national offset market, which is not related to the Brazilian emissions trading market, but which creates a system for publicizing and registering and guaranteeing legal certainty for offset trends. This system will serve much more to create the institutional basis for Brazil to participate in Article 6, the voluntary market, which will grow a lot. So, the Bill ended up having both systems.\u201d<\/p>\n<p>Representatives of CEBDS member companies reinforced the importance of the carbon market for the country and also reinforced commitments and paths that have been adopted towards the decarbonization of the economy. This is the case of NeoEnergia, represented by its deputy president, Solange Ribeiro. For her, the renewable energy sector brings a great opportunity for Brazil and a great opportunity for us to leverage Brazilian products.<\/p>\n<p>\u201cWe believe in the potential of carbon pricing to accelerate the energy transition. We believe in this as a very strong lever, hence our engagement in this entire discussion. We believe that public policies are very important and we have been doing our part internally. We have already developed an internal carbon pricing project, we calculate our price, we have a whole monitoring process, understanding that this is important for our trajectory. Today, we generate 87% of renewable energy, which should reach 90%. Our commitment to combat climate change is a goal assumed by our shareholder. This more sustainable development model does indeed bring competitive advantages to Brazil and we cannot miss this opportunity,\u201d he points out.<\/p>\n<p>Alejandro Girardi, VP of Public Affairs and Sustainability for Latin America at Bayer Crop Science, says that the company is committed to reducing its emissions, but that, for them, it is also essential to have a structured carbon market to achieve the proposed neutrality by 2030.<\/p>\n<p>\u201cWe have a carbon footprint that needs to be reduced, and we have robust plans to do so. Our goals include reducing around 40% of emissions through projects, and this has a lot to do with the transition to renewable energy. However, we still believe that we will not be able to reduce the other 60% through projects alone, so carbon markets are of key importance. We are looking to these markets to mitigate what we cannot reduce. We know that agriculture accounts for a significant portion of emissions, but we believe that it can also be a decisive part of reducing environmental impact,\u201d he says.<\/p>\n<p>Also a member of the panel of speakers, Congressman Marcelo Ramos highlighted the importance of the technical collaboration that was provided for the construction of the substitute bill.
