Bel\u00e9m, November 19, 2025 \u2013 COP30 held one of the most important moments of the conference last Wednesday: the Global Climate Action (GCA) High-Level Event, which brought together governments, the UN, the private sector, international organizations and civil society leaders to celebrate the results of the new Implementation Action Agenda, a unified framework that accelerates and coordinates climate solutions on a global scale.<\/p>\n\n\n\n

Held in the Tocantins Plenary Hall, the meeting marked the consolidation of 117 Plans to Accelerate Solutions (PAS), representing the evolution of a decade of initiatives since COP21 and inaugurating a new phase focused on concrete results, transparency, and multi-sectoral cooperation.<\/p>\n\n\n\n

What was discussed?<\/strong><\/h3>\n\n\n\n

The meeting reinforced that COP30 marks the definitive entry into the climate implementation phase, focusing on transforming commitments made during previous COPs into concrete actions. Participants celebrated the accelerated progress of initiatives connecting governments, businesses, investors, cities, and communities, demonstrating that multi-sectoral cooperation is producing real results.<\/p>\n\n\n\n

These efforts are culminating in important advances in the Action Agenda, one of the pillars of the Climate Convention that mobilizes voluntary climate action from multiple actors focused on reducing emissions, adapting to climate change, and transitioning to a sustainable economy, as foreseen in the Paris Agreement.<\/p>\n\n\n\n

What was presented<\/strong><\/h3>\n\n\n\n

COP30 consolidated 117 Plans to Accelerate Solutions, representing a decade of progress since COP21. For the first time, governments, businesses, philanthropies, cities, and multilateral organizations are working under a fully unified agenda, designed to accelerate implementation, reduce fragmentation, and increase transparency. International coordination in strategic industrial sectors, new investments in clean energy networks, initiatives to strengthen health systems in the face of climate risks, and actions connecting agriculture, landscape restoration, and food security were some of the highlights of the discussion. <\/p>\n\n\n\n

The results presented reinforce that cooperation works. Just a decade ago, the world was heading towards a 4\u00b0C global warming scenario, but collective mobilization helped reduce that projection to around 2.6\u00b0C. The COP29 and COP30 presidencies engaged 482 initiatives launched at previous COPs, and the number of actions with measurable results was six times greater than at the last conference, showing that the implementation phase is consolidating. The Action Agenda evolved into a structured design around six strategic axes that guide global coordination. Each axis brings together complementary and multi-sectoral initiatives, connecting advances in energy, biodiversity, agriculture, cities, human development, and climate finance. They represent the priority areas that COP30 considers essential to accelerate the transition and promote solutions that reach a global scale.<\/p>\n\n\n\n

    In the energy sector, the agenda highlighted progress in consolidating a global ecosystem of more resilient and integrated electricity grids, including collaborative work among stakeholders to secure approximately $1 trillion in investments to triple renewable capacity by 2030, as well as support from multilateral development banks for regional interconnections, such as the $12.5 billion plan for the ASEAN Power Grid, a key player in energy security integrated by Southeast Asian countries. Discussions also addressed the decarbonization of basic industries and the strengthening of the Bel\u00e9m Health Action Plan with global investments to prepare health systems against climate risks such as extreme heat and vector-borne diseases.<\/p>\n\n\n\n

    The event shows that the Bel\u00e9m conference is on track to become a global milestone in climate implementation.     In his official assessment, President Luiz In\u00e1cio Lula da Silva emphasized that COP30 inaugurates a new phase of collective responsibility, advocating for concrete emission reduction targets and presenting the Roadmap, a Brazilian proposal guiding the transition away from fossil fuels. Lula also highlighted that, for the first time, the conference was held in an Amazonian city, allowing the region's reality, potential, and diversity to be revealed to the world. He stated that Bel\u00e9m hosted "the first COP of the people," marked by the massive presence of traditional communities, indigenous peoples, women, youth, and social movements, consolidating a more inclusive and coherent climate governance model aligned with the challenges of a just transition. The speeches by Minister Marina Silva and the conference president, Andr\u00e9 Corr\u00eaa do Lago, reinforced that advances in financing, adaptation, and social participation are decisive elements for the legacy of COP30, which is now consolidating itself as a global benchmark in ambition and implementation.<\/p>\n\n\n\n
