In an international initiative, the private sector suggests measures to implement the Brazilian Nationally Determined Contribution (NDC)

  • Posted in 12/03/2025

CEBDS and WMBC hold a meeting with Ana Toni, Executive Director of COP30, and deliver a document with recommendations for meeting the national climate target

In an event held yesterday (11) in Brasília, the Brazilian Business Council for Sustainable Development (CEBDS) and the global coalition We Mean Business Coalition (WMBC) met with the Executive Director of COP30 and National Secretary for Climate Change of the Ministry of the Environment, Ana Toni. The objective of the meeting was to deliver and debate the document “How Brazil’s Next NDC Can Boost Private Sector Investment in Climate Actions”, developed by experts from both organizations.

During COP29 in Azerbaijan, Brazil became the second country to present its new NDC and committed to reducing its emissions by between 59% and 67% by 2035, compared to 2005 emissions. Based on this commitment, CEBDS and WMBC created some strategic recommendations for the private sector to participate in the NDC implementation process to its full potential. Among these recommendations, the following stand out: Harmonization of sectoral policies to facilitate private investments in decarbonization; Incentives for corporate transition, strengthening the competitiveness of companies in a sustainable global market; And expansion of the dialogue between the public and private sectors, ensuring transparency and regulatory predictability.

“As the host of COP30, Brazil reinforces its global climate leadership and can convert its goals into concrete actions, boosting investments and a sustainable development model. With a more ambitious NDC, business engagement will be decisive in enabling innovation, clean energy and the decarbonization of the economy,” said Marina Grossi, president of CEBDS.

In this sense, the document delivered today by CEBDS and WMBC to Ana Toni also indicates key sectors of the economy for the implementation of the NDC, such as: Land Use Change, promoting the fight against deforestation and the promotion of nature-based solutions; Agriculture, responsible for 28% of national emissions, and which can become more sustainable through the expansion of regenerative agricultural practices; Energy and Transportation, with 85% of the Brazilian electricity matrix already based on renewable sources, Brazil has the potential to lead the global energy transition; and Industry, which must adopt low-emission technologies, such as carbon capture and electrification of processes.

“Brazil has a unique opportunity to show the world that ambitious climate action and economic growth can go hand in hand. By aligning clear policy frameworks with innovative financing mechanisms and strong private sector engagement, Brazil can position itself as a global leader in the transition to a low-carbon economy. The country has the resources, technology and investment potential to demonstrate how emerging economies can decarbonize while boosting industrial competitiveness, energy security and new market opportunities. Now is the time to move from targets to implementation and transform ambition into tangible economic and environmental progress,” said Maria Mendiluce, CEO of the We Mean Business Coalition.

CEBDS has been promoting several advocacy fronts to make the new Brazilian NDC a reality, as well as to strengthen the strategic position of the business sector for its implementation. Since the launch of the “Call to Action of the Brazilian Business Sector Towards an Ambitious and Implementable NDC”, promoted at Climate Week NYC 2024 by CEBDS and WMBC, and supported by 55 large Brazilian companies, we have promoted meetings with representatives of the Ministry of Environment and Climate Change, with the aim of strengthening collaboration between the public and private sectors for this initiative.

“Cooperation between government actors and the private sector, facilitated by CEBDS, is essential for the implementation of effective climate change mitigation strategies. This entire governance structure allows us to combine public policies with sustainable innovation from private entities for a low-carbon future,” concluded Henrique Paiva, Executive Secretary of Siemens, who was also at the event.
