CEBDS's priorities for COP31:
Overview
COP31 marks a decisive step for the global climate agenda: transforming commitments into implementation.
Building on the progress made at COP30 in Belém, the Antalya Conference reinforces the need to accelerate solutions capable of producing concrete and measurable results in real economy.
In this context, the Action Agenda It plays a central role in bringing together governments, businesses, investors, and other stakeholders to implement climate goals and create the necessary conditions to scale up existing solutions.
For Brazil, this agenda represents a strategic opportunity. The country has a predominantly renewable electricity matrix, ample availability of renewable energy resources, consolidated experience in biofuels, natural assets, and business and industrial capabilities that can contribute both to the decarbonization of the Brazilian economy and to the global transition.
The role of CEBDS
At COP31, CEBDS seeks to contribute to this implementation agenda by mobilizing the Brazilian business sector, connecting solutions developed in the country to international discussions, and strengthening the articulation between companies and the public sector to enable a low-carbon, resilient, and competitive economy.
Priority areas of contribution from CEBDS
CEBDS's participation in COP31 will focus on four areas that combine solutions for decarbonization with enabling conditions for their implementation and scaling.
Electrification
To expand the use of electricity in transportation, industry, and other economic activities, taking advantage of Brazil's predominantly renewable electricity grid.
The focus will be on discussing the requirements for this expansion: infrastructure, networks, storage, system flexibility, efficiency, and investments. CEBDS will bring this agenda to the international debate and to the presentation of the new phase of the Coalitions.

Coalitions
Coalitions: actions and monitoring until 2030
Business Coalitions for Climate Action brought together companies from the Transport, Electricity, Agriculture and Essential Minerals sectors at COP30 to identify decarbonization opportunities and the actions needed to implement them.
In 2026, the work also began to identify solutions common to different sectors. Electrification and biofuels are the focus of this stage, due to their application in various economic activities and the need to coordinate decisions by companies, government, and financiers.
At COP31, CEBDS will present:
Intersectoral Climate Center
Governance structure for the new phase of Coalitions.
More than 50 priority actions already agreed upon until 2030.

Public monitoring platform
Monitoring of decarbonization actions and initiatives, with over 100 indicators.
These deliverables will support the monitoring of the Coalitions' contribution to the implementation of Brazil's NDC.
What is at stake for companies?
CEBDS's priorities relate to three business decisions:
Investment
What projects and technologies should be adopted, and what infrastructure and financing conditions are needed to make them viable?.
Competitiveness
How to leverage renewable electricity and Brazil's experience in bioenergy to competitively reduce emissions and strengthen production.
Market access
How to meet carbon requirements, traceability, and environmental performance in supply chains.
Our participation in COP31 will seek to bring these needs closer to discussions on public policy, regulation, and financing.
Connection with the COP31 Action Agenda
From global priorities to implementation in Brazil.
CEBDS seeks to connect the priorities of the COP31 Action Agenda to concrete implementation pathways in the Brazilian economy, mobilizing companies, government, and partners around solutions capable of scaling up.
Business Coalitions for Climate Action constitute one of the main platforms for this contribution.
Launched at COP30 in Belém, the Coalitions brought together companies from the Transport, Energy, Agriculture and Essential Minerals sectors to identify opportunities and actions needed to accelerate the decarbonization of strategic sectors of the Brazilian economy.
In 2026, the initiative moved to a new stage, focused on identifying levers capable of producing cross-cutting impacts in different sectors. Electrification and biofuels emerged as two of these levers, allowing different business segments to connect around common solutions and the enabling conditions necessary to expand their implementation.
At COP31, CEBDS will present this evolution, reinforcing the role of Coalitions as a platform for implementation, public-private partnerships, and monitoring of solutions that contribute to the implementation of Brazil's NDC.

Implementation and scaling
Why is this agenda relevant to the Brazilian business sector?
The climate transition is increasingly linked to competitiveness, investment decisions, market access, and the transformation of global value chains.
Competitiveness
The decarbonization of the economy is redefining costs, technologies, business models, and competitive advantages. Anticipating this transformation can strengthen the position of Brazilian companies in the low-carbon economy.
Market access
Carbon, traceability, sustainability standards, and environmental requirements are gaining increasing importance in global trade and value chains. Demonstrating climate performance is becoming increasingly relevant for companies' international integration.
Investment
Transforming climate commitments into implementation requires mobilizing capital on a large scale. The private sector will play a key role in financing the infrastructure, technologies, and solutions needed for transition and adaptation.
Brazil's competitive advantages
The high share of renewable sources in the electricity mix, experience in bioenergy, natural resources, and business and industrial capabilities offer Brazil unique conditions to compete in the low-carbon economy.
The challenge is to transform these advantages into scale, investment, and competitiveness.
CEBDS works to build this bridge between climate ambition, public policies, and business implementation.
