An emissions trading system (ETS) is an act of creating a compulsory market to deal with an externality problem. Therefore, it needs its own legal and institutional arrangement that guarantees security for emission rights and allows trust in transactions and contracts with simple, clear and stable rules.

CEBDS, after numerous events and consultations with its members and in alignment with the Project's proposals Partnership for Market Readiness (PMR) Brazil understands that a carbon market for national industry is strategic to accelerate the transition to a low-carbon economy and promote the sector's competitiveness.

Emissions trading systems are implemented in phases in which there is a commitment period in which a target trajectory is in force for a scope of regulated sources. Generally, when defining the rules for a period, the trends for changes in the following phase are indicated in order to provide greater intertemporal consistency.
