CEBDS presents proposal for carbon pricing mechanism at Alerj

The study “Carbon Pricing in Brazilian Industry”, commissioned by the Brazilian Business Council for Sustainable Development (CEBDS), will be presented next Wednesday (19), at Alerj, at 10 am. Laura Albuquerque, technical assistant at CEBDS, was invited by the Sustainable Development Thematic Chamber to show how the mechanism can be introduced at the state level. The study was based on the experience of other countries and took into account ongoing discussions between the government and civil society, as well as current studies that analyze carbon pricing options in Brazil.

– In the absence of economic instruments, the environmental and socioeconomic costs associated with greenhouse gas (GHG) emissions are not captured by the market. With carbon pricing, a financial incentive is created for companies and consumers to reduce their emissions and for mitigation to follow the path of lowest aggregate cost for the economy. Our idea is for the old economy to be the financing agent of the new economy that prioritizes low carbon – explains Marina Grossi, president of CEBDS and member of the Carbon Pricing Leadership Coalition Steering Committee (CPLC).

The study was conducted by Professor Ronaldo Seroa da Motta, from the Department of Economics at the State University of Rio de Janeiro. The main points of the proposal foresee a gradual process, with an initial five-year commitment phase, free licenses at the beginning and a ceiling equilibrium price of no more than US$$10 per ton of CO2. The document was delivered by Marina Grossi to Minister Eduardo Guardia in July of this year.
