CEBDS and 51 large associated companies sign a letter of urgency to create a regulated carbon market

Rio de Janeiro, June 4, 2024 – Business sector leaders associated with the Brazilian Business Council for Sustainable Development (CEBDS) call for greater speed and simplification of the bill that deals with the regulated Brazilian carbon market, which must be voted on by the Senate this month. With the aim of officially expressing this position, 51 large companies, such as Itaú, Natura and Nestlé, among others, signed the document.

The president of CEBDS, Marina Grossi, and the organization's director of Climate, Energy and Sustainable Finance, Viviane Romeiro, delivered the letter with the business sector's position to senator Leila Barros (PDT) in a face-to-face meeting, in Brasília, last May 28th.

Approved in the Chamber of Deputies, bill No. 182/2024 – which establishes the Brazilian Greenhouse Gas Emissions Trading System (SBCE) – can go to a vote in the Senate in the second half of June, environment month.

CEBDS defends that the debate on the topic be prioritized in Congress in the coming weeks and the simplification of the text of the law, with subsequent detailing via regulation. In the document delivered to Senator Leila Barros, who was rapporteur on the topic in the Senate, the Council presents guidelines to facilitate speedy processing.

The letter, prepared by CEBDS, reinforces that the regulated carbon market would be one of the main regulatory instruments in the necessary transition to a low-carbon economy.

The president of CEBDS, Marina Grossi, highlights that the regulation of this market is essential for Brazil to show the world that it can lead the transition to a new development model, taking advantage of the visibility brought by the presidency of the G20 now in 2024 and the Conference of Parties (COP30), in Belém (PA), in 2025.

“The approval of the regulated carbon market is an opportunity for us to achieve protagonism and leadership in climate negotiations. This market plays an essential role in the transition to a green economy, leading to increased productivity and the generation of jobs and income for Brazilians. It can also avoid international sanctions related to climate issues”, he comments.

The creation of a regulated Brazilian carbon market has been a CEBDS flagship since 2016, and is even included in the agenda delivered by member companies to presidential candidates in the 2018 and 2022 elections.
