CEBDS submits proposals from the business sector to the Ministry of Finance for the regulation of the carbon market — access the full document.

Analyses are the result of coalitions from the transport, electricity, essential minerals, and agribusiness sectors focused on decarbonization; the study points to areas of convergence among the four sectors.

The Brazilian Business Council for Sustainable Development (CEBDS) delivered a set of recommendations to the Ministry of Finance for the regulation of the carbon market in the country. The material is the result of Business Coalitions led by CEBDS at the request of the COP30 Presidency, which analyzed contributions from four sectors: transportation, electricity, agribusiness, and essential minerals. All pointed to carbon pricing as a key element in enabling the decarbonization of the Brazilian economy. The document was delivered at a meeting of the Extraordinary Secretariat of the Carbon Market (SEMC) in Brasília.

“Brazil has a unique opportunity to structure a carbon market that combines environmental integrity, economic efficiency, and competitiveness. The business sector is ready to contribute to this process, bringing data, practical experience, and solutions to support the regulation of the system,” says Marina Grossi, President of CEBDS.

In addition to highlighting the specificities of each sector, the document also provides other recommendations for the regulation of the Brazilian Emissions Trading System (SBCE) that are transversal to all Coalitions. Among the points highlighted are the need for a robust system for monitoring, reporting and verifying emissions (MRV), the creation of a central registry to provide transparency to operations, and the definition of permanent governance for the market.
