Business sector and federal government promote meetings to advance carbon market regulation

Entities carry out technical discussions with the Ministry of Development, Industry and Commerce to contribute with a proposal for this market.

Representatives of the business sector promoted meetings with the team of the Ministry of Development, Industry, Commerce and Services, in Brasília, to contribute to the advancement of a fundamental agenda for the country's economy and environmental agenda: the regulation of the carbon market. A technical meeting and a workshop were held with the Green Economy Secretariat, with the presence of technicians and Secretary Rodrigo Rollemberg – whose area is directly linked to the Minister and Vice President of the Republic, Geraldo Alckmin.

The objective was to present the vision of the business sector on the importance of creating a regulated Brazilian carbon market, in addition to the criteria that must be adopted to guarantee competitiveness, climate integrity and national sovereignty. Companies defend the creation of this market as one of the most efficient ways to stimulate the transition to a new development model, which reduces greenhouse gas emissions – which cause global warming.

On Friday (March 31), a thematic meeting on the carbon market was held with representatives of CEBDS (Brazilian Business Council for Sustainable Development) and the federal government. On Monday (April 3), a workshop at the ministry detailed how organizations can cooperate with the advancement of this agenda, an important instrument for promoting sustainable development in the country.

Issues were also addressed regarding the establishment of sectorial plans (which will define the emission reduction targets for each economic sector); the need for robust governance with predictability and simplification of a regulated market; political aspects of Brazil's NDC (Nationally Determined Contribution) and how legal certainty can strengthen the ambience to attract green investments.

Last Monday's meeting was coordinated by CEBDS and iCS (Instituto Clima e Sociedade), with the support of IDS (Instituto Democracia e Sustentabilidade), Biomas and Instituto Talanoa, and also had the participation of representatives of large companies with performance in Brazil. 135 people were present, representatives of companies and civil society organizations.

“The current administration of the federal government has addressed the carbon market regulation agenda as a priority and strategic way for the decarbonization of the country's economy. In addition to MDIC, several other ministries have sought to promote dialogue, understanding how organizations and different sectors can cooperate, and these initiatives are very important. CEBDS has always defended joint construction as a fundamental characteristic for the creation of this instrument. On behalf of the Brazilian business sector, we actively work in dialogue and collaboration so that the regulated carbon market becomes an effective and robust means, which will bring countless benefits to the country”, details Viviane Romeiro, director of Climate, Energy and Sustainable Finance at CEBDS.

On the occasion, the ministry's Green Economy secretary, Rodrigo Rollemberg, defended the urgency of approving a proposal that brings the most strategic elements of the three bills pending in Congress on the subject. Rollemberg also requested views and concerns from the productive sector for technical evaluation and possible recommendation for incorporation into any ongoing proposal. New alignment meetings will be held to progress with convergence on this regulatory agenda, which is expected to be approved in 2023.

“The carbon market is one of the main transition instruments for the decarbonization of the Brazilian economy. CEBDS has developed several materials, as a proposal for a Regulatory Framework for the Carbon Market, work that analyzes and details the regulatory options to present a proposal for the Brazilian Emissions Trading System. In general, the publications list the best global practices for regulating the carbon market and which are fundamental in building an emissions trading system (SCE) for Brazil. In 2021, we published a proposal for a regulatory framework for the carbon market with recommendations that were even internalized by the PMR initiative Brazil, from the Ministry of Finance with the World Bank”, emphasizes Viviane.

What is CEBDS?

CEBDS, now with more than 100 member companies, represents approximately 50% of Brazil's GDP, encompassing the main sectors of the economy, such as food, energy, automotive, basic industry, sanitation, insurance, logistics, technology, retail, cosmetics , among others. It is a non-profit civil association that promotes sustainable development through articulation with governments and civil society, in addition to disseminating the most current concepts and practices on the subject. Founded in 1997, it represents in Brazil the network of the World Business Council for Sustainable Development (WBCSD), which has almost 60 national and regional councils in 36 countries and 22 industrial sectors, in addition to 200 business groups that operate in all continents.
