Press release – CEBDS

The Brazilian Business Council for Sustainable Development (CEBDS) celebrates the progress represented by the approval of bill (PL) 412/22, which addresses the regulated carbon market, in the Federal Senate on October 4th. By creating the Brazilian Emissions Trading System (SBCE), the bill establishes an important step towards promoting the transition to a low-carbon economy.

The text demonstrates how the discussion around carbon pricing has evolved over time, incorporating ideas originated by the PMR Brazil Project (Partnership for Market Readiness) and reinforced in the CEBDS Regulatory Framework ProposalThis process is the result of contributions from various actors in the productive sector and civil society, who see the regulated carbon market as an efficient mechanism to leverage the country's decarbonization trajectory.

"CEBDS has been advocating for the creation of a regulated carbon market since 2017, as it is one of the main initiatives to move Brazil toward a green economy. It is a strategic measure for the business sector and the country, with the potential to generate jobs and income based on sustainable businesses," highlights Marina Grossi, president of the Council.

Throughout this process, CEBDS has championed the principle of gradual implementation across different sectors, encouraging efficiency and technological innovation without losing competitiveness. Although this process now continues with the exclusion of primary agricultural activities, the project remains a relevant instrument for national climate policy.

The regulated carbon market is one mechanism for seeking to reduce emissions, but it shouldn't be the only one. Ending deforestation—by strengthening command and control instruments—and developing other specific mechanisms to reduce agribusiness emissions are fundamental actions for achieving Brazil's commitments to combat climate change.

CEBDS will continue to collaborate, now with the Chamber of Deputies, to ensure that this project advances and maintains its foundations, so that Brazil has a complete, robust, and efficient emissions trading system.
