With funding from the United Kingdom, Brazil works to build a National Bioeconomy Policy

  • Posted in 04/04/2024

The project will be developed with the technical support of a consortium formed by CEBDS, Coalizão Brasil Clima, Florestas e Agricultura, Instituto Arapyaú and The Nature Conservancy (TNC) Brazil

Considered a concrete alternative for transforming the economy and a path to boost climate, nature and economic-social development solutions, especially for countries rich in biodiversity, bioeconomy will be the focus of a national policy in Brazil. To construct this policy and prepare National Bioeconomy and Sociobiodiversity Plans, the Bioeconomy Secretariat of the Ministry of Environment and Climate Change will have the technical support of a consortium led by the Brazilian Business Council for Sustainable Development (CEBDS), and which It has the participation of the Brazilian Climate, Forests and Agriculture Coalition, the Arapyaú Institute and The Nature Conservancy (TNC) Brazil.

The consortium will have financial support from the United Kingdom, linked to the UK PACT initiative, to develop the project, and the launch of the initiative will be this Tuesday, the 26th, during the event “UK and Brazil: Partners on Green and Inclusive Growth”, between 8am and 12pm, at the Hotel Royal Tulip Brasília.

“The United Kingdom and Brazil share the view that climate change exacerbates inequalities and that the ecological transition brings great opportunities for economic development, but at the same time needs to reduce

go to poverty and be fair. The United Kingdom was the first major economy to halve its emissions while growing its economy by 79%”, highlights the British Ambassador to Brazil, Stephanie Al-Qaq.

Bringing together the diverse expertise of the institutions that make up the consortium, the project envisages an extensive process of participatory construction of public policies, which includes extensive consultation with stakeholders relevant and with the representation of indigenous peoples, quilombolas, traditional populations and family farmers. The objective is for various sectors of society to be heard and contribute perceptions on the topic.

The initiative will also offer technical support for the development of the National Bioeconomy Policy and bioeconomy and sociobiodiversity plans through the development of studies, tools and strategies for the development of sociobioeoeconomy centers, in the Amazon, Cerrado and Atlantic Forest biomes, and tools to support sustainable community businesses.

“The bioeconomy can be a driver of a new model of economic development, greener, ethical and inclusive, which generates products, processes and services based on the sustainable use, regeneration and conservation of our natural resources, and we are very happy to work in the construction of a public policy focused on the topic. It is innovative to have the business sector and civil society participating in this way in the construction of a national policy”, highlights Carina Pimenta, Secretary of Bioeconomy at the Ministry of Environment and Climate Change.

Estimates indicate that, in Brazil, due to its richness in biodiversity, the bioeconomy could account, by 2030, for an additional 2.7% of the Gross Domestic Product (GDP). “We are ideally positioned to transform our comparative advantages into competitive advantages based on bioeconomy and socio-biodiversity solutions, accelerating the transition to a greener and more inclusive economy”, highlights the president of CEBDS, Marina Grossi.

“Brazil has a lot of potential to lead, by example, the Bioeconomy agenda. But to do this, technical assistance in the field, access to credit and access to the market is needed, in addition to a systemic look at the challenges of a country of continental dimensions. In this sense, the possibility of building a National Bioeconomy Policy is an excellent opportunity and will help pave this path”, adds Renata Piazzon, general director of the Arapyaú Institute and co-facilitator of the Brazil Climate, Forests and Agriculture Coalition.

The project also aims to form a structured basis for achieving broader public policy goals, including Brazil's transition to a low-carbon, nature- and people-positive economy.

“This project will actively involve people who live in the forest and help protect it, including small farmers, quilombolas, indigenous peoples and traditional communities. The objective is to ensure that policies and plans are developed in an inclusive way, aligning with international principles on the rights of indigenous peoples and free, prior and informed consent”, details Juliana Simões, Deputy Manager of Indigenous Peoples and Traditional Communities at TNC Brazil.

The initiative will have three main stages, which involve open consultations with society and key stakeholders, workshops to address challenges and define strategies, and validation of collaborative work through seminars and collection of contributions from different groups.

Finally, the team will also develop and support the implementation of a dissemination, monitoring and evaluation strategy for the National Bioeconomy Plan; design a methodology for registering community-based businesses, including information management and instruments integrated into MMA platforms; analyze private financing opportunities for community companies and create feasibility proposals for installing centers driving socio-bioeconomy businesses in selected municipalities.
