The Brazilian Business Council for Sustainable Development (CEBDS) participated on Saturday afternoon, 2, through its climate director, Viviane Romeiro, in the panel “How to scale environmental action? Multilevel governance in the Brazilian climate agenda”, part of the programming of the UN Climate Conference (COP), at the Brazil Pavilion, which has been held in Dubai, since November 30th.
The panel discussed governance mechanisms shared between different actors that are being mobilized, in different initiatives, to scale climate action in the country. They also presented the role that Brazil plays in international cooperation and how these governance initiatives prepare the path to a successful presidency at COP30, which will be held in Brazil, in Belém (PA) in 2025.
Mediated by Miriam Garcia, director of CDP América Latina, the panel, in addition to Viviane, included Joana Chiavari, director of Research at the Climate Law and Governance Program at CPI/PUC-Rio; Rosa dos Anjos, coordinator of the indigenous agenda at Fundação Amazônia Sustainable indigenous agenda; Carla Crippa, vice-president of Positive Impact and Corporate Relations at Ambev for Latin America and Caio Magri, CEO of Instituto Ethos.
Viviane reinforced the importance of CEBDS, emphasizing that the entity brings together companies that represent around 50% of the national GDP, which reinforces the capillarity of the networks, which demonstrates that for multi-level climate governance it is necessary to have civil society supporting the Federal Government, in aligned connection.
“We are at a time of reviewing climate governance, because, historically, this issue was very centralized in the Executive branch, as in the last decade. The change has been noted in recent years, when the Legislature appears more engaged, with parliamentarians internalizing the climate agenda, in an evolution of governance. Recently, the Judiciary began to appear due to the issue of climate litigation, which is a global trend that is arriving in Brazil”, recalled Viviane.
“CEBDS treats climate litigation as litigation prevention, supporting companies in this prevention. We seek to work on advocacy, on bills such as Human Rights. We want aware companies to seek strategies that commit to decarbonization goals”, explained the CEBDS climate director.
